Horizons Immigration Consulting was founded by Rowel Mercado, a New Zealand citizen based in Auckland. He is a fully Licensed Immigration Adviser. Rowel has over a decade of experience within immigration advisory. Rowel completed the Certificate of Proficiency in Immigration
Law and New Zealand Practice at Massey University, New Zealand.
Jocelyn "Joy" Ocampo - Director
Joy is a New Zealand citizen based in Auckland. Joy is a fully Licensed Immigration Adviser. She is also a Migration Agent for Australia, and is registered with the Office of the Migration Agents Regulatory Authority. Joy has an extensive legal background, having practiced as a lawyer in the Philippines and worked as a legal executive in a financial services firm prior to joining Horizons.
She has completed the Certificate of Proficiency in Immigration Law and Practice in New Zealand from Massey University, as well as the Graduate Certificate in New Zealand Immigration Advice from the Bay of Polytechnic.
Abie Sioson - Director
Director for Canada Operations
Abie holds several bachelor’s degrees from prestigious universities in the Philippines. She also obtained her New Zealand graduate diploma in Business Enterprise.
For over a decade, she has successfully established and operated an Immigration service-based consultancy, Commonwealth Visa Experts (CVE) , that has helped countless people and families achieve their dream of immigrating to Canada.

Melvin, a successful Filipino immigrant to Canada (Toronto), is a Registered Canadian Immigration Consultant (RCIC) and a bonafide member of the College of Immigration and Citizenship Consultants (CICC former ICCRC).
He immigrated to Canada in 2006 and has since immersed himself and his family in Canadian society by becoming a positive contributor to his
community in general, and Filipino people in particular.
He is also a paralegal and is a member of the Law Society of Ontario (LSO) and the Ontario Paralegal Association (OPA). He is a Notary Public in the Province of Ontario, Canada, in addition to his practice.
